John J. Brier
Board Chair / CEO
John Joseph Brier, Jr., holds a bachelors degree in business from the University of Maine, at Orono, and a Masters in Business Administration degree from Thomas College, Waterville, Maine. He has over 20-years experience providing lottery data to national and multi-national digital media companies, having founded and built the largest lottery data delivery platform in the world. John is a veteran, having served as a Warrant Officer in the U.S. Army and in the Massachusetts National Guard. John is the holder of multiple U.S. patents. John has previously held a U.S. security clearance.
Bin Tu
Director / CTO
Bin Tu holds an M.S. in Computer Science from the State University of New York, and a B.E. in Systems Management from the University of Science and Technologies, Shanghai, China. Bin is the architect of software systems that have delivered over 300 billion lottery results to consumers in over 40 countries across over 800 lottery draw games for over two decades. Bin previously worked for Lockheed Martin developing software for the U.S. Defense Department in the aerospace sector. Bin has previously held a U.S. security clearance.
Colonel (R) John R. Mosher
Director
John Richard Mosher holds a Bachelors Degree in Education from the University of Maine, and a Masters in Business Administration from Thomas College, Waterville, Maine. He holds advanced degrees from the U.S. Army War College and graduated U.S. Army Ranger School. Colonel Mosher completed nearly 30 years of military service with multiple deployments to Afghanistan where he served in combat and earned a Bronze Star with Valor, as well as the Legion of Merit Award. He has held command and operations staff assignments at the platoon, company, battery, battalion, brigade, Joint Force Headquarters and Combined Joint Task Force levels. Colonel Mosher has served on numerous Joint Planning Groups and Advisory Councils including the National Chairman of the Plans, Operations, Readiness, Training Advisory Council. He served previously as the Maine National Guard Deputy Chief of Operations and as the Maine National Guard Chief of Staff. John has held multiple U.S. security clearances.
Colonel (R) Todd Desgrosseillers
Director
Todd Desgrosseillers holds a bachelor’s degree in history from Boston University and a master’s degree in military studies from the Marine Corps Command and Staff College. He also completed the National Security Fellowship at Harvard University’s John F. Kennedy School of Government and is a graduate of the Marine Corps Summer Mountain Leaders’ Course, and the Marine Corps Command and Staff College. Desgrosseillers is a U.S. Marine Corps veteran and infantry officer who served the U.S. for 31 years, earning a Silver Star, 2 Bronze Stars, and 2 Purple Hearts. Previously, he served as the Executive Officer for the 3rd Battalion, 5th Marines – deploying in support of Operation Iraqi Freedom in 2004-2005. He also served as the Commander of the Marine Corps Basic School at Quantico. Todd has held multiple U.S. security clearances.
